FY2025 CoC NOTICE OF FUNDING OPPORTUNITY (NOFO)

Charlotte-Mecklenburg Continuum of Care (CoC) NC-505 CoC Competition Update (January 16, 2026)

Please read below for an update on the Charlotte-Mecklenburg CoC funding competition.

As a reminder:

• November 13, 2025, HUD released a new FY25 NOFO.
• December 1, 2025, National Alliance to End Homelessness, et al. file claim against HUD’s recission of the two-year NOFO and issuance of the new FY25 NOFO.
• December 8, 2025, HUD rescinded the NOFO released on November 13.
• December 19, 2025, HUD issued an updated NOFO to comply with a court order.

On January 8, 2026, HUD reopened the FY25-FY25 NOFO in response to the court order and pending litigation. HUD will begin processing renewals outside of the December NOFO. Should final judgment rule in HUD’s favor, they have indicated their intention to implement the NOFO issued on December 19. While HUD can review and process applications, it cannot make final funding decisions or obligate funds at this time. This process will continue while the court case is ongoing.

Key dates:

• FY24–25 CoC NOFO reopens: January 8, 2026 
• Applications due to HUD: February 9, 2026 
• HUD anticipates selecting awards: Late March 2026

What does this mean for projects? 

• Projects awarded FY 2024 funding:

– Projects that were funded in FY 2024 and are NOT being reallocated or replaced

– Do not need to submit a new e-snaps renewal application to be considered for FY 2025.

• HUD will only except new project applications if the CoC or renewal projects reallocate funding from their FY24 award.
• At this time, none of the projects funded in HUD’s FY24 are eligible for reallocation per the CoC’s reallocation policy.
• At this time, none of the projects funded in HUD’s FY24 intend to voluntarily reallocate funding
• Thus, there is not currently funding available in this competition for new projects.
• The CoC will re-submit the FY24 priority ranking list to HUD, if required to do so.

New Projects that submitted applications to the CoC under the November 13, 2025 NOFO:

• Under the reopened FY24-FY25 NOFO, Transitional Housing & Supportive Services Only projects are not eligible components
• The ranking committee will still review your application and materials and provide feedback in anticipation of a FY26 NOFO.
• Remain engaged in the work of the CoC by attending workgroup, committee, Board & full membership meetings.
• Work with CoC staff to explore taking referrals through the CoC Coordinated Entry process.
• Work with the HMIS team to explore joining HMIS.

What the Charlotte-Mecklenburg CoC is doing now:

• Reviewing information as it is received from HUD
• Communicating timeline and next steps to projects eligible for renewal
• The CoC will notify HUD in writing (when direction for how to do so is provided) that none of the renewal projects will be reallocated so HUD can begin to process renewals
• Communicating with agencies who submitted new applications under the NOFO issued on November 13, prior to when the Charlotte-Mecklenburg CoC competition was paused

Additional reminders:

• All renewals remain subject to standard HUD review requirements
• Incomplete or missing materials (APR, audits, required reports) may delay processing
• e-snaps application materials are expected to be available no later than January 16, 2026

FY2024 CoC NOTICE OF FUNDING OPPORTUNITY (NOFO)

The Department of Housing and Urban Development’s (HUD) Notice of Funding Opportunity (NOFO) for the Fiscal Year 2024 & 2025 Continuum of Care (CoC) program competition was released July 31, 2024.

FY2022 NOTICE OF FUNDING OPPORTUNITY (NOFO)

The HUD CoC Notice of Funding Opportunity (NOFO) for the 2021 Continuum of Care (CoC) Program Competition was released August 18th, by the U.S. Department of Housing and Urban Development (HUD), making $2.6 billion in competitive funding available to homeless services organizations across the country for supportive services and housing programs for people experiencing homelessness.
