Built for Zero | Community Solutions
Community Solutions is a nonprofit that leads Built for Zero, a movement of more than 80 cities and counties using data to radically change how they work and the impact they can achieve — and proving that it is possible to make homelessness rare and brief. A growing number of communities across the country are proving this is an achievable reality by reaching a milestone known as functional zero. In response to COVID-19, Built for Zero developed a website with information on planning and operations for all aspects of the homeless services sector as well as examples from other communities.

Centers for Disease Control and Prevention
CDC is one of the major operating components of the Department of Health and Human Services. The mission of the CDC is to protect America from health, safety and security threats, both foreign and in the U.S. Whether diseases start at home or abroad, are chronic or acute, curable or preventable, human error or deliberate attack, CDC fights disease and supports communities and citizens to do the same. The CDC has developed COVID-19 resources, including a page devoted to supporting people experiencing homelessness.

Federal Emergency Management Agency (FEMA)
The Federal Emergency Management Agency (FEMA) is part of the U.S. Department of Homeland Security. FEMA is designed to bring an orderly and systemic means of federal natural disaster assistance for state and local governments in carrying out their responsibilities to aid citizens. FEMA developed a COVID-19 resource page with news and information for communities and states in response to the novel coronavirus.

Federal Housing Administration: Office of Multifamily Housing Programs
The U.S. Department of Housing & Urban Development created a COVID-19 FAQ for Office of Multifamily Housing Stakeholders.

Harm Reduction Coalition
The Harm Reduction Coalition is committed to drug user rights and social inclusion of marginalized communities. In response to COVID-19, the Harm Reduction Coalition developed a COVID-19 page that provides resources for people who use drugs and harm reduction programs.

Local Housing Solutions (LHS)
Mental Health Technology Transfer Center Network (MHTTC)
Funded by the Substance Abuse and Mental Health Services Administration (SAMHSA), the Mental Health Technology Transfer Center Network (MHTTC) includes 10 Regional Centers, a National American Indian and Alaska Native Center, a National Hispanic and Latino Center, and a Network Coordinating Office. Mecklenburg County is located in Region 4: Southeast. The purpose of the MHTTC Network is technology transfer – disseminating and implementing evidence-based practices for mental disorders into the field.
In response to COVID-19, MHTTC developed a page on “telehealth” which is defined by MHTTC as a “collection of means or methods for enhancing health care, public health and health education delivery and support using telecommunications technologies.”

National Alliance to End Homelessness (NAEH)
NAEH is a nonpartisan, nonprofit organization committed to preventing and ending homelessness in the United States. NAEH has a COVID-19 dedicated page that provides information and fact sheets, risk and prediction data, provider resources, and funding updates and policy recommendations.

National Center for Homeless Education (NCHE)
NCHE operates the U.S. Department of Education’s technical assistance and information center for the federal Education for Homeless Children and Youth (EHCY) Program. NCHE developed a COVID-19 resource page of national and local resources that serve children and youth experiencing homelessness.

National Coalition for the Homeless (NCH)
NCH is a national network of people who are currently experiencing or who have experienced homelessness, activists and advocates, community-based and faith-based service providers, and others committed to a single mission: To end and prevent homelessness while ensuring the immediate needs of those experiencing homelessness are met and their civil rights are respected and protected. NCH has created a COVID-19 resource page that contains information on what people experiencing homelessness should know about the novel coronavirus.

The National Health Care for the Homeless Council is a national organization dedicated to the intersection of homelessness and health care.

National Housing Law Project (NHLP)
The National Housing Law Project (NHLP) was founded in 1968 as part of the War on Poverty to serve as a support center for the newly created legal services agencies and to bolster their capacity on housing law. NHLP works at the crossroads of housing and community development advocacy, legal services for the poor, and civil rights. In response to COVID-19, NHLP has developed resources on protecting renter and homeowner rights during the pandemic.

National League of Cities (NLC)
NLC is a national resource and advocate for cities and leaders across the United States. NLC created a COVID-19 page that provides national and local guidance for communities, including a local community action tracker.

National Low Income Housing Coalition (NLIHC)
NLIHC is a national organization that educates, organizes and advocates to ensure decent, affordable housing for everyone. NLIHC is dedicated solely to achieving socially just public policy that ensures people with the lowest incomes in the United States have affordable and decent homes. NLIHC has a COVID-19 resource page with national updates, state and local news, federal guidance and links to other resources.

National Network to End Domestic Violence (NNEDV)
NNEDV is a social change organization dedicated to creating a social, political, and economic environment in which violence against women no longer exists. NNEDV has created a COVID-19 resource page with information on resources for providers serving survivors of domestic violence.

National Resource Center for Reaching Victims
The National Resource Center for Reaching Victims, a national collaboration funded by the Office for Victims of Crime at the U.S. Department of Justice, is a one-stop shop for victim service providers, culturally specific organizations, justice system professionals, and policymakers to get information and expert guidance to enhance their capacity to identify, reach, and serve all victims, especially those from communities that are underrepresented in healing services and avenues to justice. In response to COVID-19, the National Resource Center for Reaching Victims has developed webinars and resources for communities and providers.

North Carolina Coalition to End Homelessness (NCCEH)
The mission of the North Carolina Coalition to End Homelessness is to end homelessness by creating alliances, encouraging public dialogue, securing resources, and advocating for systemic change. NCCEH, which is headquartered in Raleigh, works with communities to address root causes of homelessness by developing and implementing data-driven strategies that are focused on permanent housing and appropriate services. NCCEH created a COVID-19 resource page with federal and state guidance as well as resources for providers.

North Carolina Department of Health & Human Services (NCDHHS)
The Department of Health and Human Services (NCDHHS) manages the delivery of health- and human-related services for all North Carolinians, especially the most vulnerable citizens – children, elderly, disabled and low-income families. The Department is divided into 30 divisions and offices. NCDHHS divisions and offices fall under four broad service areas – health, human services, administrative, and support functions. NCDHHS also oversees 14 facilities: developmental centers, neuro-medical treatment centers, psychiatric hospitals, alcohol and drug abuse treatment centers, and two residential programs for children. In response to COVID-19, NCDHHS developed a resource page with information, data and updates on the novel coronavirus. In addition, there are specific resources targeting housing instability and homelessness.

North Carolina Housing Coalition
The mission of the North Carolina Housing Coalition is to lead a movement to ensure that every North Carolinian has a home in which to live with dignity and opportunity. The Coalition meets its mission by convening, resourcing, and mobilizing affordable housing professionals, communities, impacted by a lack of affordability, and the broader public to pursue policies at the local, state, and federal levels that improve the supply, quality, and access of affordable housing in North Carolina. North Carolina Housing Coalition has outlined statewide and local actions in response to COVID-19.

Spotlight on Poverty and Opportunity: The Source for News, Ideas and Action is a non-partisan initiative that brings together diverse perspectives from the political, policy, advocacy and foundation communities to find genuine solutions to the economic hardship confronting millions of Americans. Through the ongoing exchange of ideas, research and data, Spotlight seeks to inform the policy debate about reducing poverty and increasing opportunity in the United States. Substance Abuse and Mental Health Services Administration (SAMHSA)
The Substance Abuse and Mental Health Services Administration (SAMHSA) is the agency within the U.S. Department of Health and Human Services that leads public health efforts to advance the behavioral health of the nation. SAMHSA’s mission is to reduce the impact of substance abuse and mental illness on America’s communities. In response to COVID-19, SAMHSA developed a page with information and resources on funding, service provision and treatment.

United States Department of Veterans Affairs (VA)
The VA has implemented a public health response to protect and care for Veterans, their families, health care providers, and staff in response to COVID-19. The VA has developed a COVID-19 resource and information page that includes information for veterans experiencing homelessness.

United States Interagency Council on Homelessness (USICH)
The USICH coordinates and catalyzes the federal response to homelessness, working in close partnership with senior leaders from 19 federal member agencies. USICH organizes resources into Plan, Act and Follow-Up categories based upon recommendations for homelessness services systems and providers developed by the Centers for Disease Control and Prevention (CDC). Information and examples from other communities are also included.
